Crear una respuesta comunitaria de base amplia a la epidemia de VIH que afecta a las personas dentro del Área de subvención de transición y garantizar la disponibilidad y coordinación de servicios sociales y de salud integrales y de alta calidad para las personas que viven con el VIH o están afectadas por él.
