Governance
The San Antonio Area HIV Health Services Planning Council’s Bylaws explain how the Council is structured and how it operates, including its rules, responsibilities, and decision-making processes.
The Planning Council was established as required by the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act of 1990 (Public Law 101-381), later amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009. Federal law also requires Planning Councils to establish Bylaws or operating procedures to guide their work.
